For me, attack is when the dog makes contact with my dog and is
aggressive. Biting, snarling etc. Attempt at physical damage is there.
Everything else, dog following us, barking at us, growling from end of
leash/from behind fence, coming up and playfully jumping on or pawing at
my dog or simply greeting I consider interference. Hope this makes sense.

But jumping on another dog could definitely be aggression in different circumstances. Granted it is often extremely difficult to gauge a loose dog’s intent without being able to watch their body language.
