well, it sounds as though you are well aware of the difficulties that you may have with the public over there and still want to go for it.
hey, more power to you!  
that being said, many of the guide dog schools here will accept students from out of the country.  leader dogs, pilot dogs, guiding eyes for the blind, etc.
maybe you could check them out and see if you can apply.
some schools are more willing to do customized training and may be willing to work on such things as cattle, big crowds, etc.
i am not sure what you can do about the packs of dogs though.

i, like you, do not like strangers grabbing or touching me when i am out and about.  i get way more of that sort of attention when i am using a white cane.  with a dog you will get other types of attention but, folks tend to keep their hands to themselves.  lol.
