Daryl, 
several things are not in line with the ADA— which is the federal civil rights legislation in the u.s
Firstly, the ADA does not require that the dog be trained by a recognnized program.  The Ada requires that the dog be individually trained to do work or perform tasks to mitigate a disability.  This means the dog could be trained by a program, a private trainer, or the owner.  
Secondly the state law gives very specific requirement about the gear a service dog must wear.  This is also not in line with the ADA. 
These are just a couple of things wrong with the bill.
