well, letting her out is not the same thing as taking her out.  i would take her out on leash and give her a good amount time to do her business.  then, i would stop after 1 block and take off her harness and relieve her again.  this gets the idea that, it's your idea, not hers, when and if she should go.
the veering to the right is a positioning problem.  you need to walk more with her and not behind her.  don't let your arm get ahead of your left hip.
as for the whining, correct, correct correct.  the buss will be tougher as the public is around but, in a car, give it to her good.  she is young and excited to go places.
btw, did she do any of this at the school?
what does the school say about all of this?
i am sure they would not send a dog home with you that did all this in class.
just remember, be consistent.  same thing all the time.
we go poddy, then we walk, then, after 1 block, we go poddy again.  every time. no matter what.
you want to minimize the chances that she gets it wrong.  you want her to get it right.
