[nagdu] licensing guides

Any dog has to be licensed, guide or not. I do agree that guide dog
owners should not be charged for our licenses. Abby, unfortunately,
you would have to go to the auditors office during 9 to 5 business
hours. They may have Saturday hours, but I doubt it. I can do some
digging, though.
