Hi Sophia.
I wonder if you're putting the cart before the horse a bit.  If you have an 
opportunity to study abroad, think where you'd like to study, or find out 
where your school sends people to study, and then find out the laws of that 
country.
Cheryl Echevaria of echevariatravel has made a specialty of arranging trips 
for people with guide dogs, and seems to know a lot about the laws of 
various countries, or how to find out about them.
