[NAGDU] Service dog license

The ADA does not provide for any service dog user being required to have a
special license. This is right for many reasons. First, licensing
requirements would necessarily be varied depending on the animal service
requirements. What a dog does for us as blind people is by definition not
the same as what a seizure animal does. A dog that helps someone with
diabetes also is different in its service. How would one create a "license"
for all purposes?

Second, having a license to drive a car by definition is not at all the same
as what we encounter having service animals. Also, drivers licenses vary
from state to state. Do you get a license to go out into the world when you
graduate from high school or college? No. You get an acknowledgement that
you have received training through your diploma, but that is not a license.

Third, as others have said, we are potential targets with so-called
licenses.

Finally, in the case of counterfeit service animals the burden should be on
non-service animal owners to prove that their animals should be out in
public.  All animals owned by humans, at least in most states, are or are
supposed to be licensed. Isn't that enough?

accredited schools in a database and then the DMV could choose the school
