	In the states, there are no requirements for documentation of a
service dog in order for it to accompany a person in the cabin. Also there
are no rules forbidding feeding in the cabin, though I believe it is not a
good practice.

I can give some food and water to my dog before flights. But 
I must not give them in an airplane. I wonder that it is 
rule of airlines in Japan.
