Hi.
well, down is a command, not an option that he can ignore. so, make it so.
also, it’s probably not a good idea to let him go crazy when people pay attention to him. in my opinion, this can turn him into an attention seeking dog who ends up not paying enough attention to what he should be doing, and, that’s, his job.
i’ve seen several blind folks get injured or put into serious danger because their dogs were busy seeking attention.
i’m personally one of those folks who does not let others interact with my dog. the only way i would do such is, if he is sitting and pays no attention to them.
even puppy trainers are not allowed to let the pups be jumping around and unruly when touched by strangers.
so, in short, down means just that. it means lay down and stay there until i tell you differently. if the down is broken, the dog gets corrected.
even my 5.5 month old pup knows this.
he’s definitely far from perfect at it, but, he does know the command. it’s his short attention span that gets in his way.

O.O, and this goes for strangers, family members, small children, etc. frankly, anybody except yourself. you are the one who should be eliciting excitement in your dog, not others.
