[NAGDU] proposed Canadian guidelines

It would take me a very long time to write about the problems surrounding
the Canadian standards issue. In the briefest summary, it started about 4
years ago with the Canadian government thinking it needed to create
standards for vets with PTSD dogs. They decided standards were the way to
go. Then, the task got suddenly expanded to include all guide and service
dogs. The standards were drafted behind closed doors, and they chose to
ignore ADI and IGDF standards, instead, creating some very unrealistic,
patronizing standards that violate rights and infringe on provincial
jurisdiction. In Canada, provinces have considerable autonomy in various
areas, and guide dog and service dog laws fall under provincial
jurisdiction, not federal.

The Canadian General Standards Board, who is in charge of crafting the
standards, is meeting now, reviewing the many submissions that were made
during the public input phase once we all got wind of what was happening.
They received over 1000 pages of submissions objecting to the standards.
People have been actively contacting the prime minister, department
ministers, MPs, and other public officials trying to get this all stopped.

You can read about it and also read the last draft of the standards at

My husband wrote a detailed report on how the standards issue came to be.
You can read it at the above blog, or on my husband's blog at

Tracy,The proposed standards are not available online at this time (at least
not without enabling the breaking of copyright law by copying and pasting
them, as has been done by one blogger)... but here are a few blog posts and
news articles with commentary on the proposed
standards.http://www.vomitcomet.org/2017/07/09/my-thoughts-on-the-draft-canadian-service-dog-team-standards/http://www.vomitcomet.org/2017/07/09/my-thoughts-on-the-draft-canadian-service-dog-team-standards/http://nationalpost.com/pmn/news-pmn/canada-news-pmn/guide-dog-users-providers-say-proposed-rules-disregard-needs-of-visually-impairedhttp://nationalpost.com/pmn/news-pmn/canada-news-pmn/guide-dog-users-providers-say-proposed-rules-disregard-needs-of-visually-impairedhttps://blindbeader.wordpress.com/2017/07/04/raising-my-voice/https://blindbeader.wordpress.com/2017/07/04/raising-my-voice/The
Canadian National Institute of the Blind, as well as several provinces'
Human Rights Commissions have weighed in on these standards as well.I hope
this helps.Daryl

What are these proposed Canadian guidelines I keep hearing about, and who is
pushing them? I haven't yet heard of any guide dog users who want them, but
maybe there are some? The whole thing sounds like another solution in
search of a problem.

They really propose to monitor playtime? How? Demanding my toy receipts?
"But his favorite toy is this thing I made from a bunch of old socks!"

What's it all about?

Tracy
