[NAGDU] fines for bad behavior

Original It seems to me, if questions are not asked, then we will be 
back to where we started from.
All pets will be on the plane, and folks can get bit once again.
The problem needs to stop at each air port before they even get a 
chance to walk in to get any kind of ticket.
Even if they get the ticket on line.
To be stopped with a guard there, and someone who knows all of the 
rules on behalf of the request of the air lines.
Or tell the person the only way set pet can fly is in cargo.
If they don't have the money for cargo, then they need to leave set 
animal at home.
Just my thoughts.
