[NAGDU] Disappointed in Guiding Eyes for the Blind's Response

Yes...that's exactly how it works. Because the standard should be behavior. I don't care if your dog is a service dog or not, if it is not properly behaved and if the handler doesn't address the behavior, it should not fly, period amen. Why is that so difficult?
