I do think a relieving harness could help. I'd be happy to explain how it
works, answer any questions or talk you through introducing it. I can be
reached by email or phone, please email me first and I'd be happy to share
my phone number.
You can order them directly from me: julielj at neb.rr.com or through my shop
in the Blind Mice Mall:

I second Becky's suggestion. My old gal Echo had a similar problem, and I
used a relieving harness on her indoors. I just had to be aware of when
she'd used it, so I could remove the full bag quickly, before she lay on
it, or got bummed out by having poop follow her around.
If Julie J can't help you, I have heard relieving harnesses are available
from guide-and-service-dogs.com.

Good luck with your old gal. My Echo lived to be 17, and was in pretty
good health until a few weeks before she passed.
