Well, I agree with your main point but you don't necessarily have to go to 
Apple if you want a free screen reader. There are a couple of free screen 
readers for Windows. The one I am most familiar with is called nvda.

So I don't know if VoiceOver is scaring Microsoft as  much as it is scaring 
Freedom Scientific.
