I want you to know that I am fighting to make sure that the federal government keeps its commitment to the disabled, and continuing to look at ways to assist the disabled in becoming more and more self-sufficient.

This bill is a major step toward improving the Workforce Investment Act of 1998 and helping our nation remain competitive globally. It allows local workforce boards to tailor their services based on regional employment and workforce needs. This means that workers will get access to education and training for the skills needed to fill jobs, including professional development.

The goal of Section 511 is to divert youth with significant disabilities from subminimum wage employment and into integrated, competitive employment, not keep them there. If removed, employers would be encouraged to keep individuals with disabilities in subminimum wage employment.

As you know, RSA oversees programs, such as counseling and job training, that help individuals with disabilities obtain employment and live more independently. In contrast, the DOE oversees programs related to academic achievement and success for students.

During consideration of this legislation, the Senate Health, Education, Labor, and Pensions Committee agreed that the overall mission of RSA more closely aligns with that of DOL than of DOE. Additionally, including RSA in the DOL would increase opportunities for interagency collaboration, data collection, and dissemination of best practices throughout the federal government.
