And I think if you actually want to call someone in authority, it kind of 
suggests that what you need to discuss is too important to be delayed by 
waiting for an email to come back.  That's how I would feel, anyway.

That may be. Another reason for this—and again, this is merely
speculation—is that he probably gets many, many emails from a variety
of people. Many of these emails are probably forwards of discussions
on lists or other things. Someone who has a job like his can't
possibly keep track of all the emails he gets, so he probably has
decided to just pay attention to his phone more so he can weed out the
people who actually want to talk to him and the people who just want
to forward him a bunch of random things. Again, this is merely
speculation.
