    Hi Nicholas. just because we had an intense discussion on the CABS list 
concerning this aspiring scholarship applicants  should be aware this is an 
affiliate of the American counscil of the blind.

It does sound like you don't have to attend their convention though so you 
could possibly attend the NFB convention and still receive the scholarship 
if they don't screen you out.
But if you say sorry I'm going to the NFB convention I can't be at your 
meeting I think you would have a hard time proving that's why you weren't 
selected.
Maybe you should just say "I have other plans and don't connect them with 
detroit lol.

Also if your a total you can't apply for the scholarship.
You have to have some vision and use low vision aids.
here's a direct quote from the application information.
"Semi-finalists will be selected to participate in a telephone interview 
with committee
members. Winners will be notified in late spring. Winners are encouraged to 
attend
our annual meeting, which is held in conjunction with the American Council 
of the
Blind National Convention and generally takes place the first week in July.
Please note:  The required CCLVI
Certification of Low Vision"
