Chuck and all,

One workaround for Craig's List is to create an account.  Yes, you 
may need some help to get the captia challenge the first time, but 
after that every time you log into Craig's List you'll just enter 
your account with a standard password and be able to post ads without 
captia challenges.

The larger issue of captias in general remains to be solved.  Perhaps 
legislation in California could specify that organizations wishing to 
do business in California may not depend on an entirely-visual (or 
entirely audio, for  that matter) mechanism to verify human 
identity.  The webmasters would be free to use many solutions to the 
ban, but in case of a dispute, perhaps a committee in the California 
Department of Consumer Affairs could be constructed to take disabled 
consumer complaints.  The committee would be staffed with 
Californians with disabilities and would themselves decide if, say, a 
garbled audio captia was satisfactory.  Fiscal impact would be 
minimal as the committee could be volunteer, such as the Rehab 
SRC.  This model for protecting consumer access would look a bit like 
the California Medical Board, called upon to judge practices but not 
specifying in a zillion micro details how industry sets about finding 
humanistic solutions for the captia problem.
