I believe one needs to look at the reliability and validity of the  of the percentages that are unemployed regarding different categories of disabilities.  As someone else mention Mental Illness covers such a wide range of categories- developmental disabilities which range from mild to profound, bipolar, depression, substance abuse, schizophrenia-  people with developmental disabilities can receive SSI at a young age as can blind persons.  So the question goes back to how reliable are the results.
