[nfbcs] How did NLS pick it's beta testers?

With respect, how would you define "favoritism"?

I know both NFB and ACB testers were used.

Hello.  There are some people that have been beta testing the new NLS
players.  How did NLS pick the beta testers?  I'm just asking because
I want to make sure there wasn't any favoritism involved since NLS is
a government agency.
