[nfbcs] External Connection at Power On

Speaking of external hard drives, can anyone tell me how to make it so that
I do not have to unplug my external before powering up my laptop or bringing
it out of hybernation?  Unless I unplug it the unit will not operate.  I'm
using Windows XP, thank you in advance.
