It depends on what they need to do, what what they're comfortable
with.

Internet explorer will allow you to download files using ftp.  It's
probably something he's used to.

Also, there's a console ftp client, that you can run by going to
start/run and typing ftp.  This will allow uploading and downloading
of files.

There are also some variants of secure ftp.  Do they need those?
