Tracy,

I didn't see for sure which operating system you are using, but this is what I have found works under XP.  At the very 
least, something here might give you an idea of something to try.  Find the shortcut you want to work with on the start 
menu.  Then, press the Applications key and arrow down to copy.  This copies it to the clipboard, but CONTROL-C 
does not work.  Now go to the desktop and press CONTROL-V and a copy should be there.  I just tried it and it works 
here.  

You can also move and copy shortcuts as Mike suggests by going into Windows explorer, Documents and settings, and 
"All Users" or the desired user, and find the Start Menu folder.  There will also be a desktop folder.  You can move 
shortcuts around like files, but you have to think about when to be in "All Users" and a specific ID.  I generally just deal 
with "All Users".  You can move shortcuts you want from inside "All Programs" so they are on the first level, or you can 
also move them to the desktop.
