Nuance has a program that they say converts PDF documents into an accessible 
format from PDF.  It is called PDF converter.  Adobe also has a lot of 
information on their website and through their support network on how to tag 
documents and make sure they are accessible.  Part of the equation is 
whether the end user has the latest version of Adobe so that they can read 
newer PDF documents.  I think it does require at least Acrobat Pro to make 
accessible PDF documents.
