You can look it up on the w3 site -- there is a catalog of all the html
elements.  A list is also available on www.w3schools.com.
But as for its meaning, . I think strong does something like <i> or <b>, 
or
<em>, which were for making italic or bold or emphasized text.  I think 
the
implementation of strong may vary with the browser.

Ok, I just checked w3schools.com -- a search for <strong> gives all the 
info
you would evern want.  Not only is it implementation dependent, but its
usage / meaning varies between different versions of html.
