Yes, so if you are correct, then I should be able to charge any USB device
from any charger that uses the same USB connector since I am not interested
in speed but simply voltage and current.

hi,

i assume you mean usb2 a-male to the computer.
my cell phone came with a retractable cord with that regular tip to plug to
the computer and the other end is a female barrel and several changeable
tips were included.
i can swap the tips and charge my phone or my ipod.
i don't know the specs of usb3 for sure.
i guess the volts are the same but massive increase of transfer speeds.
