In fact, it is not the mainframe access that is the problem. It is rather
the emulator that you are using and its ability to work with screen access
technology.  Some emulation packages do not have the kind of cursor that the
screen access program is able to track, and without this ability to track
the cursor, the mainframe environment is then not accessible.

I have been able to get the older versions of Rumba 3270 emulation to work
with JAWS for Windows, but I just came across a less expensive emulator
which does not work at all with this program.

So, the answer to your question is this: it is not the fact that something
is mainframe that renders it accessible or inaccessible.  It is rather the
program that one must use to get at the mainframe system or data which
determines the degree of access that exists.
