[nfbcs] Completely Closing Outlook

I am using Outlook 2003 on 64 bit Windows Vista. When I exit Outlook via ALT
F4 or Exit on the file menu, Outlook is still running in the background;
that is, it continues to receive, and the process is still listed in the
Windows Task Manager. I have two questions:
1. Is this normal behavior?
2. Regardless of the answer to 1, is there a way other than killing the
process via Windows Task Manager to make Outlook exit completely?
