[nfbcs] Turning off Narrator in Windows 7

I've done those things.  I looked in the Control Panel, and I did a search 
for "Ease of Access", and neither showed up under Jerry's ID.
I also did Windows-U, which brings up Narrator, then hit "Exit".  It stops 
Narrator for that session, but it starts up again after a reboot.

I'm wondering if the Admin guy has to give Jerry's ID admin rights for long 
enough to turn off Narrator under that ID, then take them away again.  This 
admin rights business is a pain in the neck.
Can't the Admin guy turn off Narrator for all users?
