[nfbcs] android tablet multiple users no talkback for one

No, it's a software acessibility question specifically for android 
operating system and probably beyond the scope of this list.  For that 
reason I forwarded the exchange along to accessible at googlegroups.com 
where this kind of question can be answered.  If no response returns to 
nfb-cs from members of the accessible group list I'll check for them on 
that list and return any I find here.
