[nfbcs] accessible compiler for java or c++

Is there is a simple jaws friendly compiler for java or c++ that is either free of cost or reasonably inexpensive? I am using windows XP. Not looking for something too complicated; something with very basic features will do. Also, any suggestions on where one can look up some basic syntax for any of these languages? It's been a while since I have coded so need to review a bit.
Any suggestions?
