[nfbcs] accessible compiler for java or c++

[Nicole Torcolini]

To the best of my knowledge, there is not a graphical application that does
only Java compilation. If you also want an IDE, then I would recommend
Eclipse. It is not 100% accessible, but I have experienced much worse.
