I don't use github, but I'm guessing they use the git system. If that's 
true, then I can point you once again to the cygwin environment if you 
want a command line tool. Installing git will give you the "git" 
command, which can do what ever operations you want with a git repo.

If you want a graphical tool, the tortoise tools might be an option. I'm 
pretty sure there's a tortoise git. Thing is, tortoise svn is accessible 
while tortoise hg is not, so I have not a clue if tortoise git will work 
or not.
