[nfbcs] Liblouis for MacOS X

The Commonwealth Braille & Talking Book Cooperative is pleased to offer precompiled, portable versions of the current Liblouis and Liblouisutdml for MacOS X. This is in a self contained directory which can be located anywhere in the file system including within application and script bundles.

The liblouis version is 2.6.4 and the Liblouisutdml is 2.6.0 

Also offered is the Make LibLouis Portable Python script used to generate these file should anyone need to compile their own version.
