[nfbcs] NFBTRANS

To the best of my knowledge, it is not on NFBNET.  We haven't done a 
very good job of keeping files up to date, to be honest.

With so much on t5he internet, it didn't seem worth the 
effort.  However, I have considered having a NFBTrans area, just never did it.
