Most of Prentice-Hall and Pearson's books are readily available in electronic format, but you need an official from disability services to acquire that for you. I see you are in India and I don't know how things work there, but here in the  U.S., the student would contact Pearson or its state representative and request the book for a particular blind student.

I do this in my job several times a week. Here in California we have an agency we do the requests through, because the publishers want to send their ebooks to a central, authorized repository for students with print disabilities. That's also true in some other states. I can however contact publishers directly if the agency is slow to process my request or I am in a state that doesn't have such a service for colleges.

If you are your college's official, then contact the publishers directly; both of them have online forms you fill out to certify that you are indeed officially acting on the part of a student. Again, rules for India might be different.

Another possibility is Learning Ally. These kinds of books will be filled with visual elements, diagrams and charts that need to be described. Learning Ally does describe images, though there quality is uneven. Neither Bookshare nor Learning Ally, being library services require you own the printed textbook; publisher requests require either a proof of purchase or proof that your agency has one on file.
