If you want to be able to change this stuff via the roter, you have to add
it to the roter. That and everything else VoiceOver, unless 10 is very
different from 9, is in Settings > General > Accessibility > VoiceOver.

Subject: [nfbcs] Setting Voiceover Speech Rate

Hello everyone,

This afternoon we upgraded my wife's iPhone to iOS10.1. When
the upgrade was completed we discovered that her Voiceover speech rate was
very fast. Despite the best efforts of the Sprint reps that helped us
upgrade her iPhone they were unable to slow down the speaking rate. A
refresher on how one can change the Voiceover speech rate is in order. If
someone can send us a description of this procedure that will help a lot. It
would also be nice if one could do this via Siri instead of going through
the "Settings Menu." I went through the same thing when I upgraded my iPhone
to iOS10 last summer and will need to look this trouble in the eye again
when we upgrade to iOS 10.1 on my iPhone and our iPad Air 2.

It would be nice if one could save their Voiceover settings
and have them imported whenever the iOS upgrades are installed to save one
the trouble of having to always reset the speech rate whenever one upgrades
the iOS or oSX operating system. This would allow one to save time and
frustration whenever these upgrades are done.

Besides changing Voiceover settings via the "Settings Menu"
isn't there a way to do this via the Roter? If so how does one do it? Help
will be very much appreciated. All the best for a joyous and happy
Thanksgiving from Mary and myself.
