[nfbcs] Setting Voiceover Speech Rate

Here you go...

1.  Find the settings app and double tap on it.
2.  Flick right with one finger until you hear "General" and double tap on that.
3.  Flick right with one finger until you hear "Accessibility" and double tap on that.
4.  The first option should be "Voiceover", double tap on that.
5.  Flick right with one finger until you hear "speaking rate, heading".
6.  Flick right with one finger once more and you'll hear "speaking rate" and then a percentage.
7.  flick down with one finger to slow down speech, flick up with one finger to speed up speech.
8.  Once you have the speed where you want it, just press the home button to go back to your home screen.  No need to save anything.
