[nfbcs] Proposing an EZ tech questions list

I consider myself to be knowledgeable in Windows 7 and 10, Mac OS and IOS.  I would be willing to sign up to answer questions.  Since I work full time, it may not be until the end of the day, but I'm sure I wouldn't be the only one monitoring the list.
