Lloyd and all -
Thanks for your help. Though it did not really help me it got me thinking and able to ask folks at my office the right questions.
For most users the Insert + k (preferences) could work. On my copy of adobe DC at home, I could not figure out how to navigate to the security sandbox panel and unselect the protected mode option. 
However, Lloyd is correct in my case, at my office locks down the option to turn on or off protected mode. At my office I could not uncheck the protected mode checkbox.

I tried to use Lloyd's suggestion, but it took me forever to find the correct line.

Some googling found the following help:
Windows Action | Mac OS Action |  
Move focus to the next item among Document pane, Task panes, Message bar, and Navigation bar | F6 | F6 |  
Move focus to the previous item among Document pane, Task panes, message bar, and Navigation bar | Shift+F6 | Shift+F6 |  

So using the F6 key allows me to move to the message bar. I have to press it 4 times to cycle to the correct location. Once on the message bar I press tab until I am on the "enable all features" button. I select the button and I am back in business with being able to use JAWS to read the PDF file.

Often this "protected document" scenario happens in a work situation where an employee's copy of Adobe Reader DC is locked down. 
If the ctrl-K method doesn't work, and you are using JAWS, try doing something like this:
Route the JAWS cursor to the PC cursor.
Activate the JAWS cursor, then use insert-R to change the Restrictions setting to "full screen." 
With the JAWS cursor, find the line that says that the document is in protected view. 
On that line, move word right with insert-6 until you land on the short sentence that says "enable all features."
Left-click on that.
I haven't used JAWS for all that long, but I hope this helps.
