Brian,

If I were applying for a job now and if I felt I had relevant experience even if it didn't exactly meet the requirements, I would apply anyway making sure to emphasize what experience I had. Some jobs use filters and your application might get rejected, but some people will take one's skills as presented into account. In such cases, volunteer experience can help, but it needs to be experience that is somewhat similar to holding a position, on-going responsibilities and achievement of objectives.

The first experience I had was with a company that went bankrupt. They actually owed me some money. However, I was officially employed for a time and I was able to count that as experience on future resumes even though I frankly did not keep all that busy. It was worth not getting paid. Such opportunities don't just come along, I know that, but the point is that if one doesn't have experience it can be tough to get in the door, but there can be ways of getting experience that are not obvious.

Best regards,

Steve Jacobson
