[NFBCS] Ctrl+y functionality erratic in Outlook 2016

Greetings:

This has not been my experience. Control y works consistently every time,
and I am running the latest version of Microsoft Office, the one called
Microsoft 365. Believe me, if this problem was widespread, lots of people
would be complaining about it right now inasmuch as Control y is used a lot.

I guess the only thing to do is to contact the Microsoft Disability Answer
Desk at 800-936-5900.

Recently I've experienced a problem with Contrl+y "goto folder" keyboard
shortcut in Outlook 2016.
It will work once or twice after Outlook is initially invoked, but then does
nothing until I exit and re-enter the program.
Has anyone else experienced this?
