[NFBCS] Ctrl+y functionality erratic in Outlook 2016

I have also experienced this exactly as Dave has described.  It only happens to me when I am focused in the Draft folder.  I either press F6 or TAB from the list of messages until I find a button that displays folders and press that button.  This lets me navigate away from the draft folder and then CONTROL-Y works again.  I have the subscription version of Office 365 and I think this problem occurs less often now, but I don't know for sure that it is corrected.

Yes, but only in one of my folders -- Drafts, and only if there is 
one or more messages there.

I think it is some kind of bug.
