[NFBCS] Creating Headings in Microsoft Word

Yes, to your questions. Think of it as an outline.

On web, there is generally just one heading level 1.  the others 
follow, intro 2 if subsections of that would be 3 etc.

You can put them in as you write, or go back and do them, it doesn't matter.
