Estimado Senador Harkin, Senador Alexander,
congresista Kline, y congresista Miller:

La Federación Nacional de Ciegos, la organización más antigua y más grande 
de personas ciegas en los Estados Unidos, apoya la aprobación de

la Ley de Innovación de la Fuerza Laboral en Oportunidades,

Workforce Innovation and Opportunity Act.

El Título IV de esta legislación, la Ley de Rehabilitación,
es el producto de un debate serio y de fondo en las negociaciones con
los ciegos y otros estadounidenses con discapacidades. Es un primer paso 
importante hacia la eliminación de la discriminación salarial contra las 
personas con discapacidad,
y se centra en el sistema de rehabilitación en la prestación de servicios de 
rehabilitación de calidad que permiten a las personas con todo tipo de 
discapacidades obtener empleo competitivo integrado.

En particular, consideramos que el texto de compromiso en la Sección 511, 
aunque no es perfecto , ayudará a reducir el número de jóvenes con 
discapacidad a los que se les está realizando un seguimiento hacia
un empleo cerrado con salario inferior al salario mínimo. También estamos 
encantados de que la Administración de Servicios de Rehabilitación se 
mantendrá dentro del Departamento de Educación
y que los programas para los ciegos mayores también continuarán siendo 
manejados por este departamento. La importancia fundamental de la 
Administración de Servicios de Rehabilitación
se mantiene adecuadamente porque su director seguirá siendo nombrado por el 
presidente y confirmado por el Senado de los Estados Unidos.

La Federación Nacional de Ciegos está decepcionada en cuanto al 
desplazamiento del

Instituto Nacional de Investigación sobre Discapacidad y Rehabilitación,

National  Institute on Disability and Rehabilitation Research,

en el Departamento
de Salud y Servicios Humanos. Tampoco estamos de acuerdo con la reducción 
del número de miembros del

Consejo Nacional de la Discapacidad,
National Council on Disability,
una rebaja significativa de esta
importante voz en la política de discapacidad. También estamos decepcionados 
con la disminución de los estándares de las calificaciones de los consejeros 
de rehabilitación.

En conjunto, sin embargo, la Federación Nacional de Ciegos apoya esta 
legislación y considera que representa una mejora significativa en las 
políticas

Dear Senator Harkin, Senator Alexander,
Congressman Kline, and Congressman Miller:

The National Federation of the Blind, the oldest
and largest organization of blind people in the
United States, supports the passage of the
Workforce Innovation and Opportunity Act. Title
IV of this legislation, the Rehabilitation Act,
is the product of serious and substantive
discussions and negotiations with the blind and
other Americans with disabilities. It is an
important first step toward eliminating wage
discrimination against people with disabilities,
and it focuses the rehabilitation system on
providing quality rehabilitation services that
empower people with all disabilities to obtain
competitive integrated employment.

In particular, we believe that the compromise
language in Section 511, while not perfect, will
help reduce the number of disabled youth being
tracked into sheltered subminimum wage
employment. We are also pleased that the
Rehabilitation Services Administration will
remain within the Department of Education and
that programs for the older blind will also
continue to be handled by this department. The
critical importance of the Rehabilitation
Services Administration is properly maintained
because its director will continue to be
appointed by the president and confirmed by the United States Senate.

The National Federation of the Blind is
disappointed in the shifting of the National
Institute on Disability and Rehabilitation
Research to the Department of Health and Human
Services. We also disagree with the reduction in
membership of the National Council on Disability,
a significant downgrade of this important voice
on disability policy. We are also disappointed
with the lowering of standards for the
qualifications of rehabilitation counselors.

As a whole, however, the National Federation of
the Blind supports this legislation and believes
that it represents a significant improvement in
policies designed to create and enhance
employment opportunities for American workers
with disabilities. We thank each of you for your
hard work in crafting this important bill and
look forward to working with you to see it become law.
