Yes, this is the total purchased, whether by individuals or the NFB, from
March up till now.  NFB did purchase quite a few coins, but the 175 thousand
figure during the summer would have been the total up to that point.

Is this the total of number of Louis Braille coins sold from March, 2009
till now?

I thought that in the summer, it was announced that 175,000 of the 400,000
in the legislation had been purchased from the Mint.
