Dear Beth,

You have the Right, under the Freedom of Choice Provision of the Rehab Act 
of 1973 as amended, to attend the Rehab center of your choice.
Dbs can not denie you, but they can refuse to pay any more of the cost than 
it would be to attend in state.  You would be responsible for the 
difference.  They could pay for it all, if they want to, and they have done 
it for others in the past.
You don't have to justify it to them, except to say that is where you prefer 
to attend.
There are certainly classes at CCB that can not be had in Florida.
Wood Shop , rock climbing, Rural travel skills, etc, etc.  Inquire with CCB 
and see what they do different than Florida and pick that in addition to 
everything else they teach.
The State has sent people there before and also other places, out of state.

Write a complaint to the RSA in Washington about their violation of your 
Right to Choice.
Hammer on them It is the same as a high school student picking a college to 
go to attend.  If you believe they have a better program there than here, 
that is all you need.  There are no provisions within the Law that says that 
you have to prove that there is a difference.  The rest is just made up B.S. 
by D.B.S.
I know, I helped get the Law passed back in 1991.
It was one of the first bills, I as a member of the Florida delegation took 
to Congress at the Washington Seminar in 1991.

They have sent a number of people from Florida to other centers out of 
state.
 Why are they demining you?
