While I can not comment on what it would take to start an NFB center in Florida. I think it would take a tremendous amount of time, resources, and energy. 

I would direct you to our web page: www.nbpcb.org and have you look under "Approved centers." This will not only list for you the only Structured Discovery training centers, but there is also a checklist about the procedure/policies that govern how SD centers are evaluated.
