> This week, the U.S. Court of Appeals for the D.C. Circuit delivered a ruling in a 2-to-1 decision in Halbig v. The same day, a panel of the U.S. Court of Appeals for the 4th Circuit, based in Richmond, Virginia, handed down a contradictory ruling on the issue in a separate case.
