You can get the report in several different formats, read it and let them know what you think about it.
Well, at least they are asking for comments, and providing several different formats for one to access their report.

FCC Seeks Comment on Tentative Findings for 2014 CVAA Biennial Report

On August 28, 2014, the FCC's Consumer and Governmental Affairs Bureau (CGB) released a Public Notice with tentative findings about the following:

.the level of compliance with accessibility requirements for telecommunications and advanced communications services and equipment, and Internet browsers built into mobile phones;

.the effect of accessibility recordkeeping and enforcement requirements on the development and deployment of new communications technologies; and

.the extent to which accessibility barriers still exist with respect to new communications technologies.

CGB requests comments on whether its tentative findings accurately represent the current state of communications technologies accessibility.  
Comments will help inform the FCC's report to Congress about these issues, which is required by the Twenty-First Century Communications and Video Accessibility Act of 2010 (CVAA) and is due October 8, 2014.
